User ID: Plai1147. General Notes: Born at 29 Wyman Street, Worcester, Mass. Attended the Worcester Public Schools, graduating from the Classical High School in June, 1902. He entered Harvard College in September, 1902 and completed requirements for the A.B., with highest honors, in June, 1905, but graduated with the class of 1906 in June of that year. In September, 1905 he entered Harvard Law School, where he graduated with the degree of L.L.B. in June, 1908. After receiving his law school degree, he was admitted to the Massachusetts bar in August, 1908. He was engaged in teaching at Duluth, Minnesota dn in research and editorial work at Cambridge, Mass. until april, 1910, when he was appointed as assistant secretary at the Boston Chamber of Commerce where he dealt mainly with industrial relations problems. He entered the service of the Commonwealth of Massachusetts in October, 1913, on a part-time basis, and became a full-time investigator for the Commission on Economy and Efficiency in January, 1915. Under the Supervisor of Administration, who succeeded the Commission on Economy and Efficiency in 1916, he advanced to the position of senior investigator in 1918, and in December, 1919, was apointed Director of the Division of Agricultural Information in the reorganized Department of Agriculture of the Commonwelath. He continued in this capacity and as Department counsel until April, 1926, when he entered private law practice with Tyler, Eames, Wright & Hooper, where he was admitted to the federal bar for the Eastern district of Massachusetts. The work in this position failed late in 1927, and after continuing in private practice for some months on his own account, he secured a position in the Research Department of the United Fruit Company, 1 Federal Street, Boston in February 1928. This department was abolished in January, 1930 as a result of the depression and another position was found with the National Industrial Conference Board at 247 Park Avenue, new York City, in March following. This position also failed, for lack of funds, in July, 1931, but in September research work was undertaken for the Massachusetts Commission on the Stabilizaion of Employment, of which Stanley King, now President of Amherst College, was Chairman. This continued, with some interruptions, until July, 1933, and in August of that year Mr. Plaisted was appointed to take charge of research work for the new Commission on Interstate Compacts affecting Labor and Industries. He became Acting Secretary in December, 1933, and Secretary in Aprl, 1934, continuing as such until the commission was succeeded in October, 1937 by the Commission on Interstate Cooperation, by whose members he was continued as Secretary. He is still holding that office.
